The Right of Children to Free and Compulsory Education Act, 2009 (the RTE Act) applies the same Schedule of norms wherever a school is. Section 18 says no school, other than one run by the government or a local authority (which includes a panchayat), may be established or function without a certificate of recognition.

What changes in a village is the ground under those rules: longer distances, smaller enrolments, fewer qualified teachers, and families who often already trust a government school nearby.

Question

In a town

In a village

Where to check

Is a school needed here?

Usually decided by fee level and reputation

Decided by which children the schools within walking distance do not reach

State RTE Rules (neighbourhood limits), district education office

How many children?

Hundreds are possible

Often a few dozen per school

UDISE+ data for your district

Teachers

Larger hiring pool

Few qualified local candidates; outside teachers may not stay

Section 23 of the RTE Act and your State’s qualification rules

Getting to school

Roads and public transport

Terrain, weather and safety, especially for girls

State RTE Rules; panchayat

Rural schooling in India, in numbers

India’s school census, UDISE+, shows why a village school has to be designed for small numbers. In 2024-25 India had 14,71,473 schools, of which 3,39,583 were private unaided recognised schools. Adding up the enrolment brackets in the same report, about 36% of all schools had 50 students or fewer.

14.71 lakhschools in India, 2024-25 (UDISE+)

~36%of schools with 50 or fewer students, 2024-25

1,00,843single-teacher schools, 2025-26 (UDISE+)

28%of public primary schools under 30 students, 2016-17 (cited in NEP 2020)

Sources: UDISE+ 2024-25 booklet (Tables 1 and 2.3; 36% is the sum of brackets up to 50 students); PIB, 7 July 2026; NEP 2020, para 7.1. Figures cover all schools, not rural schools alone.

The National Education Policy 2020 says that opening primary schools in every habitation brought near-universal access but also “numerous very small schools”, where teachers often teach several grades at once. Single-teacher schools have been falling, from 1,18,190 in 2022-23 to 1,00,843 in 2025-26, according to the Ministry of Education. The lesson: a village school must run well with mixed-age groups and a small team.

Step 1: Map the neighbourhood

The RTE Act guarantees every child aged six to fourteen a place in a “neighbourhood school”. The Act leaves the limits of the neighbourhood to each State. The Ministry of Education’s clarification on the Act explains that the Model RTE Rules sent to States suggest one kilometre for children in Classes 1 to 5 and three kilometres for Classes 6 to 8, with relaxation where terrain, floods, landslides or a lack of roads make the journey dangerous. Your State’s own RTE Rules are the ones that count.

Before you look at land, map the village and its hamlets. Mark every school, the classes it teaches, its medium of instruction and the walking route to it. Then ask: which children are not reached? Perhaps an outlying hamlet, girls after Class 5, children who need their home language, or older children with no secondary school nearby. A school built for one clear gap is easier to explain to parents and to the department.

Step 2: Talk to the village before you build

Opening a village school starts with one room and one clear question: which children are not reached today? (Illustrative image)

In a village, a new school is a public event. Meet the sarpanch, the head teacher of the nearest government school, anganwadi workers and, above all, parents. Ask what is missing, how far they will let a seven-year-old walk, and what they can pay in the month when money is shortest.

Government and aided schools must have a School Management Committee under Section 21 of the RTE Act, with at least three quarters parents or guardians and half women. A private unaided school is not covered by that section, but a monthly parents’ group is worth copying: it warns you of problems early and makes the school the village’s own.

Step 3: Recognition from your State

Under Section 18, the form, authority, time limit and conditions for recognition are prescribed by the State, and recognition is granted only to a school that meets the Schedule. Running a school without recognition can lead to a fine of up to one lakh rupees, plus ten thousand rupees for each day it continues.

What to ask your district education office, in writing

Which authority receives applications for recognition in this district, and which form is used?

What are the neighbourhood limits under our State’s RTE Rules, and does our village count as difficult terrain?

Which legal entities may run a school here: trust, society or Section 8 company?

Which documents on land, building safety, fire and sanitation are needed?

How is the 25% admission under Section 12(1)(c) handled and reimbursed in this State?

The full recognition process, the conditions on a certificate and how it can be withdrawn are explained in our guide on school recognition under the RTE Act.

Want to build a school in India with a team behind you?

NIJIN Academy, opened in Japan in September 2023, is a hybrid alternative school: a metaverse campus, about 100 live online classes a month and 52 physical classrooms across Japan. The National Education Policy 2020 offers ideas a private school can borrow: recruit local people who speak the local language, provide housing near the school or a housing allowance, and hire local experts as “master instructors” in crafts, agriculture or local arts. Budget for training too, because multigrade teaching is a skill.

Step 6: Getting children to school

A village school that children cannot reach safely will not fill. The Schedule requires 200 working days and 800 instructional hours a year for Classes 1 to 5, and 220 days and 1,000 hours for Classes 6 to 8. Walk every route at the hour children would use it, in the dry season and after rain.

The National Education Policy 2020 names “safe and practical conveyances and/or hostels, especially for the girl children” as part of bringing children back to school, and notes that providing bicycles has raised participation in some areas. Decide early whether you will run a vehicle or set timings so older siblings can walk with younger ones, and write down who is responsible for a child on the way.

Step 7: A budget that works at village scale

A village school has to break even at a small number. Add up the monthly cost of the teachers the Schedule requires, rent or loan repayments, transport, materials and maintenance, and divide it by a fee parents say they can pay in a bad month. If the answer is more children than the village has, change the plan before you build.

Section 12(1)(c) of the RTE Act requires a private unaided school to admit at least 25% of its Class 1 intake from weaker sections and disadvantaged groups in the neighbourhood, free until Class 8. Under Section 12(2), the State reimburses its per-child expenditure or the school’s fee, whichever is less. Ask how quickly your State pays, and plan cash flow as if it will be slow.

No official source gives a cost figure for a village school, so get written quotes in your district. See also is a school a profitable business in India.

The first twelve months

Months 1 to 2: map and listen. Map schools and routes; talk to thirty households and the panchayat.

Months 2 to 3: written answers. Take the Step 3 questions to the district office; choose your entity.

Months 3 to 5: land and building. Settle land in writing; build to the Schedule.

Months 5 to 6: teachers. Recruit locally; train for mixed-age classes.

Months 6 to 8: recognition. Apply; admit no children until it is granted.

Months 9 to 12: open small. Only the classes you can staff well; meet parents monthly.

A planning outline, not an official schedule. Your State’s recognition time may differ.

Other ways to serve a village

A full school is not the only option. The National Education Policy 2020 calls for open and distance learning through the National Institute of Open Schooling (NIOS) and State Open Schools to be expanded for young people who cannot attend a physical school. A learning centre that supports open schooling, or adds online classes to a small local school, may reach children sooner than a new building. Which legal category such a centre falls into is a question for your State.

NIJIN Academy in Japan, built for children who do not fit conventional school, combines a metaverse campus joined from home, about 100 live online classes a month and physical classrooms. That hybrid answers the village school’s core problem: too few children in one place to offer everything.

1,000+children enrolled since September 2023 (cumulative)

97%attendance recognition among families who applied

52physical classrooms across Japan

About 100live online classes a month

Figures are those published by NIJIN. “Attendance recognition” means that the school a child is registered at counts learning at NIJIN Academy as school attendance.

NIJIN Academy India is not a franchise.
