recognised either: the RTE Act gives every child aged six to fourteen a right to education in a neighbourhood school, names home-based education only for children with severe or multiple disabilities, and the Ministry of Education’s own note on the Act says it does not intend to compel parents who do not wish to use that free schooling. Most home-educated learners reach a recognised Class 10 or 12 certificate through NIOS, the National Institute of Open Schooling. Because courts and states can shape how this applies to a particular family, confirm your own case with your state education department or a lawyer.

This guide reads the official texts closely: the Right of Children to Free and Compulsory Education Act, 2009 (the RTE Act), the NIOS prospectus and NEP 2020. It then looks at what families find hard to provide alone, and what founders can build for them. It is not legal advice.

In this article

Is homeschooling legal in India? The UDISE+ 2024–25 report counts nearly 24.69 crore students from pre-primary to higher secondary in schools with a UDISE+ code; children learning only at home are not in that count, because the data is uploaded by schools. The same report puts the 2024–25 dropout rate at 0.3% in primary, 3.5% in upper primary and 11.5% in secondary. NEP 2020 cites an NSSO estimate of 3.22 crore out-of-school children aged 6 to 17 in 2017–18. So there are two groups: families who choose to teach at home, and children who leave school without anyone choosing. Both run into the same three gaps.

Gap

What it looks like at home

What a learning setting can add

Peers

Few children of the same age to work, argue and play with on a normal weekday

A regular group, in person or in a live online class, with the same faces every week

A place to learn

Parents doubling as teachers; the child’s day depends on the parent’s day

A room or campus with a timetable, adults other than parents, and subjects parents cannot teach

A record of learning

Notebooks and memory; nothing a school or Board can read easily

Attendance, dated work and reports, organised so a school, NIOS Study Centre or future college can understand them

None of these needs a large school.
